He also founded and is the haead of FPA which is the services and consultancy company of the Digital360 Group, specialized in supporting the organizational and technological change of public administrations and territorial systems. FPA has organized FORUM PA since 1990, the most important national event dedicated to modernization of the PA.

He has collaborated with 21 Governments, maintaining a substantial third party, but helping to support all the innovative actions that move towards a leaner, more modern, more results-oriented PA and thus able to restore value .
